Philip Stein applied measurement science to the testing of VideoDisc styli, discs, and players. In one statistical production engineering effort, CED stylus rejection was reduced from 15 to 2 percent by analysis of variations in the v-to-p ratio of the micromachined diamond facets.
Philip Stein holds a Bachelor of Arts degree in Physics from Columbia College and a Master of Science degree in Measurement Science from George Washington University. He is a member of the technical staff assigned to the Manufacturing and Product Assurance group, Advanced Systems Laboratory at RCA Laboratories, Princeton, New Jersey. He specializes in the use of measurement science and statistics for making high quality measurements both in the laboratory setting and in manufacturing. He has wide experience in the use of small computers for measurements, including fifteen years with the National Bureau of Standards, and he consulted extensively in that field before joining RCA.

Philip Stein is principal scientist and president of his own quality consulting firm, P.G. Stein Consultants. For the last forty years he has solved diverse state-of-the-art systems problems in which measurement is the central issue. He is currently concentrating on using information technology for implementing new quality measurement and statistical process control techniques in manufacturing and service industries. He has carried out this work for RCA, for the United States National Bureau of Standards, for the National Institutes of Health, and as an independent consultant.
The primary product of the consulting practice is to bring the techniques of quality assurance, measurement assurance, quality software, and statistical control of measurements from the standards lab to the business world. He has worked extensively as a standards writer and assessor in International and National laboratory accreditation standards (ISO/IEC 17025 and Guide 25, and ANSI Z-540-1), and in quality system standards such as ISO 9000, QS-9000, and the Malcolm Baldrige award; measurement systems, measurements of business effectiveness, total quality management, auditing, statistics of measurements, manufacturing control, quality, and automation, laboratory automation, and computer hardware and software.
He is internationally known as an expert in measurement uncertainty determination, calculations and standards, and statistical evaluation and control of measurement systems.
He is a technical expert in measurements in many fields, including video, audio,DC-to-RF electronics, dimensional, temperature and heat, mass, pressure, force and torque; and color, light and optics.
His publications include three books in print and two more in preparation, more than two dozen journal articles and other papers, and more than two hundred internal reports. He has lectured widely on business measurements, on computers in the automation of factory and laboratory measurements and on the analysis, processing, and display of quality and scientific data. He is much in demand as a teacher and for the curricula he has developed in measurement, uncertainty, business and scientific measurements, quality assessments, statistics, quality engineering, and in the use of computers for management, analysis, and control of processes.
Phil has a Master's degree (Measurement Science) from The George Washington University and a Bachelor's degree in Physics from Columbia College. He is a Fellow Member of the American Society for Quality and a member of its Board of Directors; a Senior Examiner for the Baldrige-based New Jersey Quality Achievement Award, is Certified as a Quality Manager, Quality Auditor, Quality Engineer, Software Quality Engineer, Reliability Engineer, Quality Technician, and Mechanical inspector, and teaches all of those subjects regularly. He is a member of the AMSE B89 standards committee on dimensional metrology. He is Past Chair of the Measurement Quality Division and of the Princeton Section, ASQ.
